UK: Joint Terrorism Analysis Centre Raises UK National Threat Level to SEVERE, U.S. Embassy London Advises American Citizens to Exercise Increased Caution
UNITED KINGDOM — The Joint Terrorism Analysis Centre raised the United Kingdom national terrorism threat level from SUBSTANTIAL to SEVERE on April 30, according to its official assessment, meaning a terrorist attack is highly likely.
The U.S. Embassy in London issued a security alert on May 1 advising American citizens to stay alert in public places and review personal security plans.
The change follows the April 29 stabbing attack in Golders Green, north London, though officials said it reflects a broader gradual increase in threats rather than that incident alone.
Threat Level Increase
The Joint Terrorism Analysis Centre assessed that the United Kingdom has experienced a gradual increase in terrorist threats driven by a rise in both Islamist and extreme right-wing terrorism from individuals and small groups based in the UK.
Islamist terrorism remains the primary threat, while extreme right-wing terrorism has followed a steadily rising trajectory.
The assessment also noted an elevated threat to Jewish and Israeli individuals and institutions. Recent incidents in the UK and overseas show this elevation amid the Middle East conflict.
The British government stated that the raise is not solely the result of the Golders Green attack. Officials described the process as independent, systematic, and rigorous, based on the latest intelligence and analysis of internal and external factors.
For the public, the government advised remaining alert but not alarmed and reporting anything that does not feel right via the ACT Action Counters Terrorism website or calling 999 in an emergency.
U.S. Embassy London Security Alert
The U.S. Embassy in London stated on May 1, 2026: “On Thursday, April 30, the government of the United Kingdom raised its national terrorism threat level to ‘SEVERE,’ meaning a terrorist attack is highly likely. The National Threat Level increased to SEVERE following the Golders Green terrorist attack on April 29, 2026. The recent increase in terrorist threats is driven by a rise in Islamist and extreme right-wing terrorist threats in the UK.”
The embassy noted that more information about UK threat levels is available at the MI5 website.

Joint Terrorism Analysis Centre, May 1, 2026: “The UK National Threat Level has been raised to SEVERE, meaning an attack is highly likely. The Joint Terrorism Analysis Centre (JTAC) yesterday (30 April 2026) raised the UK National Threat Level from SUBSTANTIAL, meaning an attack is likely, to SEVERE, meaning an attack is highly likely. The increase in threat comes following the stabbing in Golders Green in North London, but it is not solely a result of that attack. The terrorist threat level in the UK has been rising for some time, driven by an increase in the broader Islamist and Extreme Right Wing terrorist threat from individuals and small groups based in the UK. While the UK National Threat Level set independently by JTAC reflects the terrorist threat in the UK, it comes against a backdrop of increased state-linked physical threats which is encouraging acts of violence, including against the Jewish community. This is an independent, systematic, and rigorous process, based on the very latest intelligence and analysis of internal and external factors which drive the threat. For the public, this means remaining alert but not alarmed. If you see anything that doesn’t feel right report it via the ACT Action Counters Terrorism website. In an emergency always call 999.”

MI5, May 1, 2026: “The Joint Terrorism Analysis Centre (JTAC) has raised the UK National Threat Level from SUBSTANTIAL, meaning a terrorist attack is likely, to SEVERE, meaning a terrorist attack is highly likely. This change follows the stabbings in Golders Green on 29 April, although it is not solely a result of that attack. The UK has been experiencing a gradual increase in terrorist threats for some time. This has been driven by a rise in both Islamist and Extreme Right-Wing terrorist threat from individuals and small groups in the UK. The current terrorist threat is characterised by: 1. A significant volume, breadth and complexity of terrorist incidents and cases across various ideologies, including attack planning, extremist travel intent, and online and offline radicalisation. 2. Whilst Islamist Terrorism remains the primary threat to the UK, Extreme Right-Wing Terrorism (ERWT) has been on a steadily rising trajectory. 3. An elevated threat to Jewish and Israeli individuals and institutions, in the context of the conflict in the Middle East, evident in recent incidents in the UK and overseas. While the UK National Threat Level set independently by JTAC reflects the terrorist threat in the UK, we are also seeing a sustained and significant tempo of State-linked threats including to Jewish and Israeli individuals and institutions.”
